To answer your original question - Prophecies used to be all there was before the other campaigns and EotN were released. You could, of course, play Prophecies perfectly fine at that time. Since then, Normal Mode in prophecies has become even easier than it was then (they eased it up when Hard Mode was added), so it is perfectly possible to do Prophecies with just the skills and henchmen already available there. Of course, if you add Heroes and skills from other campaigns - particularly the PvE skills from EotN - Prophecies becomes even easier.
